By default, compiling a project and downloading it to an HMI screen does automatically mean it can be uploaded back to a PC for editing. You can only retrieve an editable source project from an MCGS HMI if the original programmer explicitly checked the "Download Source File" (or "Enable Uploading") option during the initial download. If this option was left unchecked, the HMI only contains the compiled runtime file, which cannot be reverse-engineered back into an editable project.
